Whether a stimulant can be prescribed after a video consultation is a rule about controlled substances, not about ADHD. That is why it changes independently of clinical guidance.

What the rule governs

Controlled substance frameworks generally require a prescriber to have examined the patient in person before issuing a first prescription, with defined exceptions. Temporary flexibilities widened those exceptions, and their expiry is what most coverage is about.
